Terry O’Connor – Chief Executive Officer

Terry commenced work with Darwin Port in 2008 as the General Manager of Landside Operations, was appointed Chief Executive Officer in 2011 and continues to hold the position with Darwin Port. Terry has an extensive maritime background having served a long career in the Royal Australian Navy, has held positions within Federal Government as a maritime specialist and within the private sector in logistics and facilities management.

Ian Niblock – General Manager Operations

A master mariner, Ian has had a successful career as a harbour pilot, commencing his training as an apprentice pilot in Liverpool in 1973. Time taken to gain sea-time saw him sail as a ship’s officer on various types of cargo ships including oil tankers. Ian was a pilot at the Port of Tauranga in New Zealand for eight years during which time he obtained a Graduate Diploma in Business (Port and Terminal Management) through the Australian Maritime College. He has considerable marine emergency response experience gained in both Australia and New Zealand. Ian joined Darwin Port in 2010 as Harbourmaster and was appointed as General Manager Operations in March 2013. 

Peter Dummett – General Manager Port Development

Peter joined the Royal Australian Navy in 1977 and spent a 20-year career employed in various administrative and logistics rolls. After leaving the Navy to settle in Darwin, Peter worked in business development and general management in a variety of industries before moving into the shipping industry in 2003.

Peter has worked as a Regional Sales Manager in international shipping where he was heavily involved in the promotion of trade into the Port of Darwin. In 2009 he joined Perkins Shipping as the Coastal Trades Manager. After the acquisition of Perkins Shipping by Toll Holdings, Peter was appointed to the role of Business Development Manager. During this time Peter held positions on the International Business Council and the Darwin Harbour Advisory Committee.

Peter joined the Darwin Port Corporation, now Darwin Port, as General Manager Port Development in December 2011.

Celia Lloyd – Financial Services Manager

Celia joined Darwin Port as Financial Services Manager in August 2017. Celia is responsible for Finance, ICT, Procurement and local HR support.

Celia is a Chartered Accountant with more than 20 years of experience across various industries within Australia and the U.K. Prior to joining Darwin Port, Celia worked in various senior finance roles within the electricity industry in both Darwin and Brisbane. Celia has extensive experience in accounting base roles, covering financial reporting, business analytics and modelling, contract and business process improvement. She has also worked within Business Development and Commercial Teams undertaking tender development and providing pricing/financial support.

Peter Raines – General Manager Facilities

As founding Managing Director of Sterling Property Services in the Northern Territory, Peters’ experience in facilities management and contract maintenance operations spans 35 years. Peter has previously been a joint owner of the Bank of Queensland Darwin franchise and a former chairman of the Cullen Bay Marine Management.

As General Manager Facilities, Peter is responsible for cargo operations, security, wharf services and facilities maintenance.

Sarah-Jane Archdale – General Manager Legal

Sarah-Jane joined Darwin Port in September 2016 previously working in private practice in both Australia and London. During the course of her career Sarah-Jane has specialised in construction and major projects advising on construction, infrastructure and energy contracts as well as providing procurement advice. Sarah-Jane has been involved with a broad range of international projects in Europe, Asia and Australia. Prior to joining Darwin Port, Sarah-Jane was a senior associate at Corrs Chambers Westgarth.

Alastair Black – Engineering Manager

Alastair has been with Darwin Port since 2000 and brings with him over 30 years’ experience in construction and port engineering, gained in various parts of the world. Alastair is responsible for the implementation of capital works programs and management of the Engineering Services section.

Russell Churchett – Group HSE&R Manager

Russell has worked in the Oil & Gas, Chemical Processing, Manufacturing & Engineering sectors for the past 32 years. After becoming engineering trade qualified in 1988, Russell then moved into production operations management in 1994 prior to progressing into HSE & Risk Management (Holding Commerce & HSE Diplomas) in 2003 across chemical processing, manufacturing and engineering disciplines throughout the Asia-Pacific region. Russell joined Westside (Oil & Gas), a subsidiary of the Landbridge Group, as HSE & Risk Manager in 2011 and was then appointed as the Landbridge Group HSER Manager from January 2017. Russell’s current role includes the management of Darwin Port’s safety and environment division. Currently undertaking a Masters in HSE Management, Russell has extensive experience in the development, execution and continuous improvement of HSE & Risk Management Systems. Working closely with corporate and operational teams to provide HSE technical and strategic support, through hands on leadership, and strong facilitation of management work groups to drive an effective and whole organisation HSE & Risk focused management culture.
